Now Minimize the Firefox window and click on taskbar preview. You see a black screen in place of the flash content. My understanding is that this isn't technically feasable due to how plugins draw. But over to layout.

Yep. Windowless flash should paint fine, but windowed expects to be given an actual OS-level window to paint into, which is just not something we have in this case.
Go to YouTube experiments and opt in for YouTube low latency feather experiment. Load a flash video and hit like while its loading. The video is hidden when the notification appears (liked) but the audio is heard in the background when the video is hidden. Either audio and video both needs to be paused or both needs to be displayed.

We're in the process of removing support for plugins (bug 1677160) and bug 1687239 has removed the relevant Layout code, so this bug is irrelevant now.
