Every email I click  "not junk"  

But, Thunderbird does not remember.

Patrick Jordan is my friend. He is not junk.

When I click on  "not junk" it means not junk.

So, when the same email friend emails, don't flag that email as junk.

It won't be flagged as junk if the name is in the addressbook. See the Junk Settings in the Account Settings (each account can have different addressbooks).

Note that the detection of junk is done by an algorithm, and Thunderbird can't influence that (except for general rules as above). A single click on 'not junk' won't change that immediately. The rest of the mails might contain enough bad points to counteract that. Also note that marking as 'non junk' doesn't flag your email corespondent as trust-worthy, it only changes the statistics for ALL the words in the mail. His email-address is only 1 of the words. If necessary, you can reset the entire training data statistics. 

Also, is the mail only flagged as junk (possibly moved to the junk folder), or do you see a yellow bar telling you that the email message might be an email scam ? (that's not the same thing).
