"Move to Group" button doesn't work when having one app tab and one normal tab

"Move to Group" on a normal tab having one more tab, app tab, moves the focus on the app tab but the normal tab remains on the current group.

Reproducible: Always

Steps to Reproduce:
1.Open two tabs in one window.
2.Make one of them app tab.
3.Focus the second tab and right click > Move to Group > New Group
Actual Results:  
The normal tab doesn't moves to a new group.

Expected Results:  
The second tab should move to a new group and the focus should move to the app tab.

App tab is blocking the last normal tab within the current group. It cannot be moved. The working around scenario would be to unpin the app tab. Turning in to normal tab, you can move all tabs to new groups, even the last one, bringing up panorama view automatically
