The Firefox application title is not showing Cyrillic UTF-8 characters properly, it's displaying questions marks "?". It's not the TAB Title, but the main application title.

Reproducible: Always

Steps to Reproduce:
1.Just load any Cyrillic or non-Latin website and you will be able to see the problem

Version: unspecified → 3.6 Branch
That would be bug 373398 (it's a bug in the OS) or bug 613894 (caused by the PDF plugin).

Note that it works correctly for me on a regular en_US Windows XP version (without any extra language support, so I guess it's the second issue.
