617400 - Allow speculative parsing of CSP document while policy-uri is fetched

Per bug 558431 comment 7, we should be able to continue parsing a top-level CSP document while the policy-uri file is asynchronously fetched.  This would allow us, for example, to build a list of items such as script files and images that will need to be fetched as soon as we have a policy file in hand to tell us which of those items are permitted to be requested.
