1. Load https://addons.allizom.org/z/en-US/developers/addon/submit/2
2. Upload a search-tool(.xml file)


expected behavior:
target platform selection section is disabled for search-tools

actual behavior:
users can specify target platforms for search-tools.

* New addon: if they upload a .xml file, hide the platform inputs.
* New version: make sure platform is not shown for search.
* New file: that shouldn't be allowed for search.

verified that if they upload a .xml file, platform inputs gets hidden @ New addon: if they upload a .xml file, hide the platform inputs.
