61772 - Table lays out off the screen

Notice that the table along the lefthand side of the screen is not completely
visable.  No problem for the mighty NS 4.7.  I call this a regression.

In the last two attachments please look for the maxelement size of the inner 
table during the first reflow, while for TO Refl Ex max width is 2130 for the 
area containing the table it is 0. The patch assumes that the information from 
the brc reflow state should be propagated to the cell containing the table.

I runned the regression test and found the dupe 13553, the other file that has
broken was the testcase for 48057. But I think it is an improvement.
