back and forward button history drop down not useable if certificate error page is in there

If the history of the hitsory dropdown on the back or forward button contains a website with certificate error and the dropdown is activated a popup window is triggered.

"Secure connetion failed" with the reason why the certificate is invalid.

The popup is modal, its not possible to select a website from the dropdownmenu.

Reproducible: Always

Steps to Reproduce:
1. Go to a website with untrusted certificate like: https://wm.cct-ev.de/
2. Go to an other website
3. Try to use the back button history dropdown
It's the same effect on the forward button

Actual Results:  
A modal popup is triggered.

Expected Results:  
No popup, just the dropdown.
Severity: normal → S3
