617803 - Revise Start page for 4.0b4 (and beyond)

After speaking with Madhava and Thomas about first run revisions, we all agreed that our main changes would actually be better served on Start page. This bug is to track updates we'd like to implement for 4.0b4 and beyond based on the status of the element. 

In order of priority:

1. Sync setup wizard. If user hasn't set up Sync, the "Tabs from my other computer" button stays active and reads something to the effect of "Sync your desktop and mobile - Setup." User is taken through a quick setup tutorial.

2. Get Help or Give Feedback. SUMO page should discoverable and accessible on this page. Additionally, Aakash has a revamped Input (http://people.mozilla.com/~chowse/drop/mozilla.com/input/3.0/v2/mobile/) that should replace the content that current exists on Give Feedback page. 

3. Personas. In that area where we recommend specific add-on, enable the ability to recommend specific personas for mobile pending personas for mobile is ready for prime time.

Open a bug specifically for this work. I don't think we are in a position to add marketing blurbs for Personas yet, so this shouldn't block b4.

I am closing this bug since we have (or will have) specific bugs for these issues.

Adding Ragavan re Start page tutorial.

Proposed tutorial guide:

1. Install
Don't have a Sync account? Go to your desktop and install Firefox 4 Beta. Then, restart Firefox and create a Sync account by going to Firefox menu and selecting Firefox » Preferences » Sync » Create an account.

2. Sync Up
Follow the steps to create a Sync account, providing an email and password. 

3. Connect
On your phone: Swipe left and tap on Tools » Preferences and tap on Setup Sync. A single-use sync code will appear. 
Go back to your desktop Firefox menu: Select Firefox » Preferences » Sync » Add New Device and enter your sync code.
