Steps to Reproduce:
    Start Firefox
    Load this test form
    If you see the Untrusted Connection error page, click "I Understand the Risks" > Add Exception > Confirm Security Exception
    Modify some form field data
    Kill Firefox (see Steps below)
    Start Firefox
    If you see the Restore Session error page, restore your session

Actual Results:  
The form data was restored,

Expected Results:  
Your form data should not be restored.

It's simply enough to mark a test in Litmus as FAIL.  In this case, the test actually just needs updating, in which case you should report as BROKEN.  It's not necessary to file a bug for a broken Litmus test unless there is an actual bug with Firefox.
