Legacy content on mozilla.org needs to be migrated to more appropriate locations (such as the wiki or MDN) or archived. Having so many legacy pages is preventing us from having a sane staging system and makes design changes difficult (since there are 1000s of pages that would need to be touched in a site-wide design effort).

The legacy content on www.mozilla.org has always made some things difficult but workable, but it is now becoming a blocker for parts of the mozilla.org/.com merge (such as implementing an l10n system or putting in place a real staging site). Our current thinking is to set a deadline a couple months out for people to migrate the content in the bugs that are marked as dependencies to this bug. After that point we will archive it -- which means those URLs will still work but people will be redirected to the www-archive.mozilla.org site. Doing that will free the production site up without breaking any links. If people would like to move the pages off of the archive site and into MDN or the wiki or somewhere else after this, they still can.
