The Web Console instead positions at the start of the previous line. I would find the console easier to use if up-arrow went to the end of the last command. Reproducible: Always

There is some complexity here because the command line supports multiline input. I've cc'ed Patrick in case he wants to provide any more input. I don't think we'll be changing this for Firefox 4.
