The way most history editing interfaces work is to position the user at the end of the previous command line when up-arrow is pressed. The Web Console instead positions at the start of the previous line.
I would find the console easier to use if up-arrow went to the end of the last command.

There is some complexity here because the command line supports multiline input. I've cc'ed Patrick in case he wants to provide any more input.
I don't think we'll be changing this for Firefox 4.
