In order to encourage more contributors localizing MDN pages, we could add the banner at [1] to all documents. It should show up if the localized page in the user's language isn't available.

This could be done by using a template which gets included everywhere.
(Similar to channel suggestion[2], which seems to be broken?)
The advantage of a template is that devmo editors can edit them and localizers are able to provide translations of that message directly in the template.

Maybe it's also possible to detect the user's language.
(Currently this only works by adding "?locale=XY" to the URL)
