 If Japanese text in TEXTAREA of a form is submitted, the text is sent without
wraps inserted.
 This results in ugly posts in Japanese BBS.
 As I recognize in Bugzilla, Western text gets wrapped properly.

I put the test case in URL.  I tested this in 6-26-06.0.9.2 Win32, but I could 
reproduce this.
