steps to reproduce:
1. Log in to AMO
2. Load https://addons.allizom.org/z/en-US/developers/addon/submit/2


expected behavior:
Step 1 of add-on uploads as users need to accept the developer agreement to proceed.

actual behavior:
User can skip the developer agreement page by simply editing the URL.

We do. Once you've agreed to it once you're not required to go there for the rest of the browser session.
