The bult-in download manager stops responding on "pause" or "cancel" commands in popup menu

Steps to Reproduce:
1.download file
2.disk full
3.try to stop/resume download
Are you getting a disk is full message and then it stops responding? If so, this is likely the same issue as Bug 471067
