I've been looking for some messages with particular words within their Subject: 
Pre-Assessment Form for Review

Edit/Find/Search messages on my Inbox (or whatever under), choose both "Search subfolders" and "Run search on server", Subject, Contains: Pre-Assessment Form for Review
No message.

Contains: Pre-Assessment Form for
All messages with the words (within a Subject) have been found.

With the same result when unselecting "Run search on server"

Reproducible: Always

Steps to Reproduce:
1.Edit/Find/Search (or Ctrl+Shift+F) messages on a messages folder
2.choose both "Search subfolders" (and "Run search on server")
3.Subject, Contains: Pre-Assessment Form for Review
Actual Results:  
No messages.

Expected Results:  
Messages with words within a subject.
Please save (File > Save) sample message that it does not find and attach as a file to the bug

Those particular messages contain our company's internals, :-(
Their subjects are as follows:

Would it be enough?
Or let's make up some other way ...

probably spans multiple lines

you should be able to see that with View > Message Source

makes this a duplicate of bug 124641. If you change the filter such that it matches what is on the FIRST line of subject then your filter will work
