Memory usage jumping around from 10% to 50% even with no tab/webpage open. Went back to 3.6.12 and no problems, steady memory usage.
Reproducible: Always

How much in which time. 50% of 250MB in 1 month isn't much as example.

AFAIK no and the reason seem to be that nobody else seems to have that problem.
Do you already tried http://support.mozilla.com/en-US/kb/Safe+Mode ?
In most cases such problems are caused by broken addons.
