620379 - Set up debug builders and tests on try server

I'm thinking about having some of the unit test builders on trunk also run in debug mode - it can catch leaks and other things.

I'd like to experiment with this on try server first to see if we have any issues.

So, what I'd like to see on try server is:

- Leak test builds set up and running (i.e. clone what we have on production).
- The leak test builds run make package and make package-tests
- The leak test builds trigger debug unit test builds to run xpcshell-tests and MozMill in debug mode.

Note, before we do this, we should have at least 2 builders of each platform on try server.

Note Bug 498859 can do the first two parts of this, this bug can just enable the debug test builders.

This has been fixed by the transition in bug 698843.
