the cron job puts in a partial day since it runs at midnight. the cron job script needs to take the currentday-1 as the max date for orange factor

this patch will ignore >= today so we don't push partial days of data to the database.

fyi, we will update the live webserver when the rest of the UI pieces (I believe one or two more patches are pending to make it more usable) are checked in.
