Tabs and Tab Groups are constrained to its own window. It would be better if we can arrange tabs/groups between windows or new windows in Tab Candy/Panorama

Steps to Reproduce:
1. Click Tab Candy/Panorama
2. Move the tab icons/tab groups to other windows. It does not work

Actual Results:  
Tabs/Tab groups are constrained only to its own window
Great feature idea! It will require Panorama to be aware of other Firefox windows, however, which we won't tackle till after FF4.0 ships.
