shell: need primitive for returning integer-valued double

See bug 612334 comment 22 -- for functions that need integers, it's helpful to be able to return a double that has an integer value to make sure that the right thing happens. Currently, Math.sqrt(4) can be used for this purpose, but in case that changes it would be useful to have a consistent way to do this.
