steps to reproduce:
1. In step 5, choose "Custom license" and add some allowed HTML
2. Complete the upload process
3. Navigate to the custom license page for that add-on: https://addons.allizom.org/z/en-US/firefox/addon/dr-dan-streetmentioner1/license/1

observed behavior:
HTML tags are visible

This works fine in remora

The license page is always served by zamboni so I don't know what this means.

We should autolink custom licenses but I'm fine not allowing HTML.
