Do you have any add-ons installed? People have been having trouble with sending mail in 3.1.7 due to buggy add-ons (e.g. SpamFighter, Mr Tech Toolkit).
When desinstalling "SPAMFIGHTER" the "send" button is now effective

can you try in safemode as described at http://support.mozillamessaging.com/en-US/kb/Safe+Mode ?
