As per chowse, we should indicate localizable fields only when the user is in non-default locale.
STR:
1. Load https://addons.allizom.org/z/en-US/developers/addon/coliiiiriiss/edit
2. Notice that the default locale is en-US
3. Notice the locale badges below every localizable fields
We should not show the locale badge for the default locale.
