download mgr sometimes doesn't ask where to save

this is not a consistent bug. it only happens once or twice every 10-20 downloads.
I download from different places, usually exes or msis or pdfs or zips from various open source software sites (usually sourceforge.net).
Reproducible: Always
Steps to Reproduce:
1.I have ff 3.6.12 configured to always prompt to save to a location I specify.
2. when clicking a link to download something, the download mgr bypasses the save as dialog and downloads automatically.
3. keep trying different projects on sourceforge.net until it happens. I usually right click on the download button and pick open in new tab for sourceforge due to the way they download.
Actual Results:
file save as dialog is bypassed and file is automatically saved to disk
Expected Results:
file save as dialog should be presented at all times.
perhaps this is some sort of uninitialized variable problem or a pointer problem?

Jim, are you still seeing this intermittent issue with a latest Firefox version?

right now I have ot switched to using the downloads folder. that works consistently. I will need to switch it back and do some testing, so I will do that now. might take some time, doesn't happen too often.
the problem described is where the download mgr instead of popping up a dialog prompting to save, it just downloads it without any interaction. after a repeat, it works fine that next time.

so far so good, still checking. will try to get back after 2 weeks to a month of downloading to make sure. downloaded 5 updates to some computer repair programs I use. so I should start updating some more livecd's etc.
