When the "Report Web Forgery" menu item is hidden (for example if the Downloads window is focused), then the separator just before it should also be hidden.  Otherwise, that separator is the last item in the menu and it looks a bit weird.
Looks like a regression from bug 599480.

This now works for me. Tried looking at the latest Nightly, and the Report Web Forgery menu option in the Help menu doesn't have a separator. The option is hidden in the Downloads menu.
