The title bar flashes multiple times per second when the mouse pointer crosses a link, and sometimes while typing.  The problem appears on multiple websites, but most frequently starts on http://www.facebook.com/home.php?sk=lf 

The flash includes a slight lightening of the title bar, plus a visible black bottom border on the title bar, above the tabs.  It looks like the title bar is getting redrawn when it should not be.  I believe this showed up a while back in an earlier minefield build, but couldn't find it as a previous bug report.

The problem seems to go away eventually, but then comes back if I visit http://www.facebook.com/home.php?sk=lf, or on certain other pages (such as this bug report page).  The problem does not show up every time.

Reproducible: Didn't try

Steps to Reproduce:
1.  Go to http://www.facebook.com/home.php?sk=lf
2.  Move mouse across links
3.  Title bar flashes, with a black border on the bottom.
Actual Results:

Expected Results:  
Title bar sits there quietly, contemplating its role in life, and wondering what it would be like to be an icon.
I should note that the computer on which I'm seeing this has the following graphics configuration:
