Build: 2000120504 on WinNT4 Sp6b
Reproducable : always in this build
Current output : no scrollbar
Expected result: scrollbar
Steps to reproduce:
1 - Edit
2 - Preferences
3 - Click onlu one time on the tab advanced
And there it is, no scrollbar!

If you press Advanced for a second time, then there's our scrollbar.

I also see this bug in build 2000120604 on Windows 2000.
