when I open the page http://www.mozilla.com/en-US/plugincheck/ in FF4.8pre, the enclosed frame shows up.
this is hopelessly useless - makes poor SoBs, looking for a solution, even more p*d off.
Pushing to mozilla.com. I'm not sure what the right component for plugin-check bugs is. Or what exactly the bug is.

The page loads the same way (sort of minimized, can't change its size) in 3.6.13 as well. Same behavior (!) also ...

What's the "enclosed frame" to which you're referring?
"enclosed frame" is a misnomer: what I meant, was the complete page/frame/thingy, that should behave like any normal page but it does not: it sticks to the middle of the display, no way to change its size and position; however, it is clickable: if you play cool (no nervous, trembling hands on the mouse pls), you may even succeed to click what you intended to. 

Compare the two attachments (comment 5 and 6).
