Open bookmarks manager. Open Tools -> Import HTML; the import wizard opens. Choose "SeaMonkey 1.x" (not "File") and choose an existing SM1 profile to import bookmarks from there. The wizard claims the import has happened, but it didn't. If you do choose to "File" import the bookmarks, it'll work. (Since the bookmarks manager is quite similar to Firefox' bookmarks library, I chose "Import & Backup" -> "Import HTML" there, which brings up a similar import wizard. Importing a "Mozilla 1" (they seem to shun SeaMonkey...) profile's bookmarks works by creating a new folder "From Netscape 6/7/Mozilla" containing the import bookmarks for each attempt...)
In current Import HTML wizard there is no SeaMonkey 1.x item anymore and ability to migrate from 1.x was dropped somewhere in 2.6 thus making this bug obsolete, so closing it
