If you switch to Windows 7 Basic Theme and then turn on the menu, it looks correct at first.
If you restart the browser, though, you lose the titlebar and the menu is at the very top of the window.
You get no window controls or anything.

This was my misunderstanding of how the drawintitlebar attribute works.
Setting it to true on Windows causes really bad things to happen if you are in menu only mode.
