622477 - Newly created Tab Group doesn't leave room for group attribute fields

From within Panorama a new Group that is created by dragging a tab from an existing group to the workspace does not include the Group Name, New Tab, Close Group, or App Tab fields.  Subsequent additions to the new group grow the space to correctly include the aforementioned fields.

When dragging a tab from a group to the workspace no new group is created. The tab is 'orphaned' and has no group at all. When you drag a second tab onto the first a new group is created.

I'm unclear why this would be a WONTFIX when this is clearly a bug.  It is not immediately apparent what needs to be done to be able to edit/set the group name, or add a new tab from within the group.  Bug 622452 goes into the issues of not having a name associated with a group and having to add a second tab in this case to do that is a bug.

jm2c: this is indeed a WONTFIX. As Tim said, the tab has been orphaned and is not in a group at all... but opening a new tab from within that tab, for example, will trigger that tab turning into a group.

This spec, however, did make me think of something which in my mind *is* clearly a bug: filed as bug 623440.
