when we first open up the english main firefox support page and we try to change to the japanese page most of the tabs and links are not in japanese. but when we log from another place they come out in japanese

Reproducible: Always

Steps to Reproduce:
1.type the address http://support.mozilla.com/en-US/home
2.scroll down to change the language to Japanese
3. 
Actual Results:  
same result the tabs are still in japanese

This is another bug.
Localizer cannot control the header of support.mozilla.com.
If we link to supo page directly, headers will be change to mozilla.com one and users cannot come back to mozilla japan other pages. That's why mozilla.jp have that page.
