Again, PSM will not run

Details
On the latest M.6 build (2000120704), PSM will not run on two machines, one NT
and one Win2k.
Before the install I wiped out the entire old Mozilla directory tree (which had
the psm.exe in it) and also deleted the psm registry key. After the install I
then went to http://docs.iplanet.com/docs/manuals/psm/psm-mozilla/
to install PSM. It claimed it was a success. The files were there. The registry
key pointed to the right place. But it was impossible to launch the security
manager.
I tried both manual install and using the installer.
