steps to reproduce:
1. Edit the summary for adblock plus @ https://addons.allizom.org/z/en-US/developers/addon/adblock-plus/edit
2. Save changes

observed behavior:
Every locale which has summary >250 character has a corresponding error message, which looks ugly(See screenshot). This might be a problem for existing add-ons with multiple locales.

Unassigning myself, I'm not sure I know enough about how the new translations work to take a look at this.

I don't even know what behavior we do want.  Maybe only show an error iff the value has changed?

This can't happen for new localizations. I'm not sure what we should do with existing localizations that violate the new rules. I don't imagine we can 'grandfather in' existing values that don't validate.
