Deleting an incomplete add-on is a much lighter action than deleting other add-ons, and should not add it to the guid blacklist, show the confirmation dialog, or email amo-admins@
Deleting doesn't show a confirmation box?  That goes against a pile of recommendations.

We should only not add it to the blacklist if the add-on's highest_status is incomplete.
