624181 - Add components for AntiVirus and Firewalls to Plugins

I've been more or less planning this for about a year. The plugin product has helped us sort things out and it seems that we've made good progress with Adobe. We also have some collaboration with antivirus vendors, but it'd be good if we could give them components as we've done for NPAPI plugins.

I spoke with tomcat and he noted that Firewalls and Antivirus sometimes act as extensions and almost always "plug" into the process anyway, so since the versions and milestones will match it makes sense to expand the scope of the Plugins product.

Each component will get a watchable qa contact ([e-mail]) - see https://bugzilla.mozilla.org/describecomponents.cgi?product=Plugins for current entities.

robin: we use watchable addresses, so basically once they're created you'd go to 

https://bugzilla.mozilla.org/userprefs.cgi?tab=email#new_watched_by_you and add those addresses to your watch list.

Hopefully we can actually get this done shortly, sorry for the delay.

note to self: for some reason Symantec AV and Symantec EP have the same url. AV url is probably wrong, it's probably my fault, we can fix it later if someone finds a better one.

"Symantec AV" could be either "Symantec AV Corporate Edition" or "Norton AV".  given "Norton AV" exists, did you mean the discontinued corporate edition (http://www.symantec.com/business/antivirus-corporate-edition) ?
