There is a configurable list that allows the user to add sites to allow their pop-ups. It would be nice to also have a list to for sites that the will does not want the option bar displayed (which get displayed just underneath the tabs bar. The option bar is displayed dispute the fact that the pop-up user option is checked to prevent pop-up. (This is in regards to option bar and not the pop-ups them selves). I am using Mozilla/5.0 on XP. 

Reproducible: Always

Steps to Reproduce:
1. Click "Tools" - "Options" - "Content".
2. Make sure "Block pop-up windows" is checked.
3. Type the URL above.
4. Notice the option bar gets displayed on top of Browser window client area.
