We're currently using just images as promos on some mozilla.org pages and they are not easily localizable. This wasn't a problem when the Manifesto (without a promo) was the only localized page on the site, but we've recently started receiving localized content for pages such as About Mozilla that do have a promo. See for example the French About Mozilla page and the English promo in the right sidebar. http://www.mozilla.org/about/index.fr.html
Closing old Mozilla.org website bugs due to them not being relevant to the new Python-based Bedrock system. Re-open if this is a critical bug and should be resolved on the new system too.

There are a small number of the old image-based promos but all main pages that had been using those promos are no longer using them. I'm in favor of wontfixing.
