if you activate the browser window by klicking its taskbarbutton, the wheel of
the logitech weelmouse(software v 9.00) doesnt work. you have to klick once into
the browserwindow to make the wheel work.

Reproducible: Always
Steps to Reproduce:
open a website with more content then mozilla can show in the window, so the
scroll-down bar appears. if you activate mozilla by klicking the taskbar button,
the wheel of the logitech mouse doesnt operate. after klicking into the browser
window the wheel operate.

Actual Results:  no mouse wheel
-> bryner to do what he wants with it, but it's not really his problems.  He 
can only handle mousewheel events after the window receives them...

Hm, I wonder if this is another mouse driver quirk.  I'm not seeing this on an
NS6 release build... I will try a Mozilla trunk build soon and make sure my
recent changes didn't break this.

targetted to an earlier milestone.
