The fullscreen toolbar is not ergonomic. It is difficult and inconvenient to use with a mouse, because of the lack of a hide delay.
Consider the following:
1. I move the mouse to the top of the screen to reveal the hidden toolbar.
2. I immediately move it down to access a button, but accidentally overshoot.
3. the toolbar then disappear immediately
There are two possible solutions:
IE allows a "dead space" below the hidden fullscreen toolbar. The mouse needs to move a certain number of pixels *below* the toolbar before the toolbar is hidden again. I would prefer this behaviour.
Another possibility is to introduce a delay before hiding the toolbar again.
Reproducible: Always

Reporter -> Are you still experiencing this issue with the latest version of Firefox 5? Does the issue occur with the latest nightly? http://nightly.mozilla.org/

Yes, it's in Fx5.
I am sorry to be harsh, but your question shows that you have not even superficially read what this bug is about.

a) https://bugzilla.mozilla.org/page.cgi?id=etiquette.html
a) I did read and tried the issue with Mozilla/5.0 (Windows NT 5.1; rv:7.0a1) Gecko/20110625 Firefox/7.0a1 ID:20110625030743. The fact that I changed it to the likely component should give you a clue that I did
I see that the menu does disappear when you are no longer hovering over it. Would a delay for it to hide be a solution? If so, what is an appropriate delay?

Can anyone please test and confirm this?
In my opinion, a delay would be a temporary solution (not the best one, but still much better than the current behaviour).
Let me clarify again:
Suppose that the user wants to enter a new URL in full screen mode (or click a button, or do anything that involves "toolbar"-interaction). This is what might very likely happen:
1. The user moved the mouse up, so the toolbar appears
2. Immediately she moves the mouse down to target the relevant UI element (address bar).
3. She "overshoots", moving the mouse pointer below the (narrow) toolbar
4. The toolbar disappears immediately, the whole process needs to start again.
Whenever using the auto-hide fullscreen toolbar, one must be extra careful not to move the mouse too fast. I don't believe I'm the only one who finds this frustrating.

CC'ing the Assignee of bug 240859 - which implemented the auto-hide (I think)

This bug has been fixed! it seems (not sure exactly when).
I'm on Windows 8.1. Firefox release channel 42.
Results:
1. Press F11 to go into 'Full Screen' mode: All toolbars auto-hides/transitions away.
2. Hover top of window: Toolbars immediately reveal hidden toolbar.
3. Move mouse, so it hovers as much as - I don't know - around 60px away/under toolbar: Toolbar keeps showing.
4. Move mouse even lower than this extra space: Toolbar auto-hides again.

It seems to have been fixed, so not any longer, can you confirm this?

No delay seems to have been implemented - instead a extra 'no auto-hide hover-zone' was implemented.
Judging by your comments, it seems you are fine with a 'delay', not being choosen as part of the solution?

Could you please comment on whether you find the chosen height of the currently implemented 'no auto-hide hover-zone', below the toolbar, to be large enough?
Also, maybe Mozilla can comment, providing info as to how large the height of this zone is exactly - and whether it is configurable by the user or "hard-coded"/needing fx add-on to modify?

Bug 515196 probably fixed this bug.

>top: rect.top + 50,
There's a "hard-coded" value that's currently "50". First implemented as "100", which seemed too large.
(Quoting Dão Gottwald [:dao] from bug 515196 comment #31)
> I also think 100 is a bit too much. How about 50?

Hello from Firefox 94, I can confirm that there is a margin area below the autohiding fullscreen toolbar where the toolbar will remain shown, so it is as described above. Therefore I think you folks should probably close this ticket.
