find somewhere internal-only to deploy https://services.dev.mozilla.com/{reset-password,delete-account}.  ensure that developers can push updates without direct ops intervention.

bug replaces 625005#c0 "the reset-password and delete-user pages"
account portal is already deployed to dev and satisfies this request
