While this may still be useful for loading file: URLs from chrome: contexts (and I'm not certain that it is), it has the unfortunate side-effect of creating fairly long chained URLs when used from resource: and other contexts, which makes debugging more difficult. If it is to continue prepending URLs at all, it should only do so when the calling context itself has a chrome: URL, though it should probably never be done at all for resource: URLs. Reproducible: Always
