Firefox does this too. Some add-ons and other functionality use the notification during startup.

Can you provide more information about the notification? So that I can verify this bug.
SessionStroe.js will fire the notification in two cases:
* We have no session to restore
* We have successfully or unsuccesfully restored the saved session

Listeners can use the notification to check that the SessionStore service is finished with it's startup tasks.
