When a question has replies but none of the from the OP AND the OP hasn't voted on any of them, we should send an email after 3 (?) days (cronned?) encouraging the OP to vote for any helpful replies, or reply again to the thread with more info, which should bump up the thread again, making it visible to more contributors. This would be something along the lines of: "Did any of the answers to your questions help you solve the problem? We would really appreciate if you could let us know, so we can be sure that your problem is solved and that you're happy." (Full copy to come.) The idea is to increase the amount of voting on answers and thereby create better contributor metrics and make answers more useful for future browsers of the forums.
The copy should also mention the fact that the answers came from our volunteer community, which (hopefully) would increase the user's willingness to act.
I think this bug is still valid but it's almost more than 2 years old. Should we get a kick to this or open a discussion on the contributor forums then open a new bug?

There has been many discussions around this. If we decide to do something, we should file a new bug.
