Similar to problems we've had before, the new html5 required attributes prevent form submission in Firefox. I was unable to create a CannedResponse without a CannedCategory or the other way around.
The problem is that, for new locales, one needs to be able to be created first, if not both :)

QA: this means you can add categories and responses without having to attach them to responses or categories, respectively.

Verified able to create them individually w/o error, w/o attaching to each other
