After closing and reopening, the Format Toolbar appears even though it is not checked. Reproducible: Always Steps to Reproduce: 1. Hide Format Toolbar 2. Close Composer 3. Open Composer Actual Results: The Format Toolbar is showing but it is not checked under Side/Hhow menu. Expected Results: Format Toolbar should be hidden.
