Two same looknig entries can sometimes appear in the URL suggestion list

Reproducible: Always

Steps to Reproduce:
1. Open the url http://www.google.com/search?q=one%2Ctwo%2Cthree 
2. Open the url http://www.google.com/search?q=one,two,three 
3. Close both tabs (if you keep them open)
4. Type "one,two,three" in location bar

Actual Results:  
Two entries looking the same appear in the suggestions list

Expected Results:  
Only one entry should appear

It's also case-sensitive - if you open URL http://www.google.com/search?q=one%2ctwo%2cthree (%2c instead of %2C) you will have 3 entries that look the same

@xtc4uall - for me it's a bug, not an enhancement, what was the reason for changing the severity?

Because you're actually requesting the History System to make no Difference about requested URIs that only differ in the Encoding or Case.
