If the user switches to the Windows Classic theme or High Contrast #2 the tab text for inactive tabs becomes unreadable due to the lack of distinction between the background and font colour.

Reproducible: Always

Steps to Reproduce:
1. Change Windows theme to Windows Classic or High Contrast #2
2. Launch Firefox
3. Open multiple tabs, all inactive tabs will have the unreadable appearance
Actual Results:  
The font colour on the inactive tabs causes you to be unable to read the titles of your inactive tabs.

Expected Results:  
The font should automatically adjust to another font colour to ensure that the text is always readable.
